Ensinamentos ao Gestor Brasileiro para Reagir aos Desafios da Pandemia de Covid / Teachings for The Brazilian Manager to React to the Challenges of the Covid Pandemic
Abstract
Este estudo visa identificar, nas literaturas nacional e internacional, o que experiências de pandemias anteriores podem ensinar aos gestores brasileiros com relação à Tríade – Estrutura, Processo e Resultado – proposta por Donabedian nos Hospitais Universitários, no sentido de contribuir com a implementação de boas práticas no combate à pandemia do Covid-19. Para isso, foi realizada uma revisão integrativa, conduzida nas bases de dados indexadas Pubmed, EBSCO, Biblioteca Virtual em Saúde (BVS) e Emerald para responder à questão: o que experiências de pandemias anteriores podem ensinar ao gestor com relação à gestão da qualidade nos Hospitais Universitários no sentido de contribuir com a implementação de boas práticas no combate à COVID-19? O resultado apontou ensinamentos e ações a partir da tríade Estrutura, Processo e Resultado. A conclusão desta revisão integrativa sugere aos administradores brasileiros atenção à comunicação de maneira que os profissionais estejam bem informados quanto ao vírus e seu combate, assim como o restante da sociedade. Para isso, o treinamento e educação da equipe se mostrou fundamental para a qualidade dos serviços. Necessidade de uma política de comunicação única e coerente compartilhada pelas autoridades de saúde e pela mídia que podem fornecer implicações valiosas para decisões na antecipação de possíveis ondas pandêmicas futuras. Além de Instalação física adequada e EPI para proteção.

ABSTRACT
This study aims to identify, in national and international literature, what experiences from previous pandemics can teach the brazilian manager in relation to the Triad - Structure, Process, and Result - proposed by Donabedian in University Hospitals, in the sense of contributing to the implementation of good practices in the fight against the Covid-19 pandemic. For this, an integrative review was carried out, conducted in the indexed databases Pubmed, EBSCO, Biblioteca Virtual em Saúde (BVS), and Emerald to answer the question: what experiences from previous pandemics can teach the administrator in relation to quality management in University Hospitals in order to contribute to the implementation of good practices in the fight against COVID-19? The result pointed to teachings and actions based on the triad Structure, Process, and Result. The conclusion of this integrative review suggests that the brazilian managers pays attention to communication so that professionals are well informed about the virus and its fight, as well as the rest of society. For this, the training and education of the team proved to be fundamental for the quality of services. Need for a coherent communication policy shared by health authorities and the media that can provide valuable pieces of information for decisions in anticipation of possible future pandemic waves. In addition to adequate physical installation and EPI for protection.
