A Superação de Lacunas de Atuação das Organizações Públicas em Sistemas de Inovação / Overcoming Gaps in the Performance of Public Organizations Within Innovation Systems

Resumen


O presente estudo buscou identificar configurações organizacionais públicas que permitam uma atuação mais efetiva do Estado junto aos sistemas de inovação à luz da teoria das capacidades dinâmicas. Para isso, foi realizada uma revisão sistemática de literatura junto a periódicos de Administração e Economia especializados em inovação, de modo a mapear lacunas na atuação de organizações públicas. A partir desses estudos inventariados, as lacunas de atuação foram analisadas à luz da teoria das capacidades dinâmicas. Por fim, a análise levou à proposição de uma abordagem de inovação colaborativa capaz de integrar efetivamente as organizações públicas aos sistemas de inovação. Essa abordagem se mostra situada com o grande paradigma de administração pública conhecido como Nova Governança Pública (NGP).

ABSTRACT

The present study sought to identify public organizational configurations that allow a more effective performance of the State in the innovation systems in the light of the theory of dynamic capabilities. For this, a systematic literature review was carried out with Administration and Economics journals specialized in innovation in order to map gaps in the performance of public organizations. From these inventoried studies, the performance gaps were analyzed in the light of the theory of dynamic capabilities. Finally, the analysis led to the proposition of a collaborative innovation approach capable of effectively integrating public organizations into innovation systems. This approach is situated within the great paradigm of public administration known as New Public Governance (NGP).
