Ensaio sobre um Governo Orientado a Dados na Perspectiva da Tecnologia na Prática / Essay on a Data-Driven Government from the Perspective of Technology in Practice
Resumo
Este ensaio tem como objetivo propor uma discussão entre o argumento proposto por Orlikowski (2000) sobre a implementação da tecnologia na prática e sua relação com as possibilidades de reorganização estrutural do setor público, especialmente para a tomada de decisão orientada a dados. O desafio da compreensão e integração de um sistema sociomaterial numa realidade profundamente complexa, como a do setor público, exigirá um esforço para articular os diversos atores com interesses conflitantes. A reestruturação do governo, com uma orientação a dados, e uma nova organização do setor público, pode ser facilitada pela utilização da perspectiva da “tecnologia na prática”. No entanto, no caminho existem diversos pontos essenciais que precisam ser geridos com cautela para que as iniciativas sejam implementadas e bem-sucedidas.

ABSTRACT
This essay aims to propose a discussion between the argument proposed by Orlikowski (2000) about the implementation of technology in practice and its relationship with the possibilities of structural reorganization of the public sector, especially for data-oriented decision making. The challenge of understanding and integrating a socio-material system in a profoundly complex reality, such as that of the public sector, will require an effort from the public sector to articulate the various actors with intrinsically conflicting interests. Government restructuring, with a data orientation, and a new organization of the public sector, can be facilitated by using the “technology in practice” perspective. However, there are several essential points along the way that need to be managed with care for the initiatives to be implemented and successful.
