Quando Estamos (Des)Conectados, quem fica para Trás? Uma Análise Bibliométrica Sobre a Exclusão Digital / When We Are (Dis)Connected, who is left Behind? A Bibliometric Analysis of Digital Exclusion

Resumen

Com o advento da transformação digital e a oferta de serviços digitalizados, a tecnologia se assentou na sociedade de maneira desigual, suscitando um fenômeno denominado por exclusão digital. Assim, por ter consequências sociais e políticas, é essencial que a gestão pública volte seu olhar a essa desigualdade. Dessarte, este trabalho buscou investigar o estado da arte das pesquisas sobre a exclusão digital no contexto da transformação digital, considerando as abordagens relacionadas às políticas públicas. Para colmatar essa lacuna, foi conduzido um estudo de natureza descritiva e abordagem quantitativa, a partir da análise bibliométrica de 51 produções vinculadas às bases de dados da Scopus e da Web of Science, utilizando o pacote bibliometrix. Dentre os achados, foi notada uma tendência de alta, com publicações recentes sobre o tema. Contudo, há a necessidade de manter este campo vivo, com a oportunidade para a condução de novas pesquisas. Outrossim, foram reportadas informações gerais (evolução das publicações, produtividade, tendências e citações) que podem auxiliar os pesquisadores na escrita e seleção de artigos. Este estudo avança ao realizar uma análise mais abrangente, tanto no aspecto temporal quanto no quantitativo de publicações, acerca de um assunto importante na forma como a gestão pode atuar no combate à desigualdade de oportunidade e falta de competências digitais.

ABSTRACT

With the advent of digital transformation and the offer of digitalized services, technology has taken hold in society unequally, giving rise to digital exclusion. Therefore, to have social and political consequences, public management must turn its attention to this inequality. Thus, this work sought to investigate the state of the art of research on digital exclusion in the context of digital transformation, considering approaches related to public policies. To fill this gap, a descriptive study with a quantitative approach was extended, based on the bibliometric analysis of 51 productions linked to the Scopus and Web of Science databases, using the bibliometrix package. Among the findings, an upward trend was noted, with recent publications on the topic. However, there is a need to keep this field alive, with an opportunity to conduct new research. Furthermore, general information was reported (evolution of publications, productivity, trends, and indications) that can assist researchers in writing and selecting articles. This study advanced by carrying out a more comprehensive analysis, both in terms of time and quantity of publications, on the important subject of how public management can combat inequality of opportunities and the lack of digital skills.
